The Challenge: Disparate Systems Prevent Data Sharing

Like many other public entities charged with streamlining operations and reducing expenses, the City of Portland faced a significant obstacle. Different city agencies, bureaus, departments and divisions relying on a disparate mix of information systems made sharing data and applications across the enterprise a near impossibility. And the resultant redundancy and inefficiency prevented the government from realizing its business goals, leveraging its investment in data and technology and controlling costs.

Seeking a solution, the city called upon SchlumbergerSema to work with them to engineer and build a deployable integration system that would give both expert and casual users throughout the enterprise seamless access to mission-critical data in a variety of spatial and aspatial formats. Our goal was to preserve the City''s existing investment in technology, training and data by integrating software rather than custom creating it. Our solution? The City of Portland Enterprise Hub. A unique response to the problem of data sharing between a rich mix of GIS data, databases, software and hardware, the hub makes the diversity of underlying systems transparent to the user and provides rapid, Web-based access to vital data across the enterprise.

Of course, creating a multi-platform enterprise system that combined the numerous third-party technologies used by the City posed considerable challenges. Besides requiring the reengineering of business processes and technology infrastructure, it meant securing the cooperation of numerous vendors and in some cases, the release of enhancements to existing products in order to fully automate and integrate the City''s back-office functions. With help from SchlumbergerSema, however, an effective solution soon emerged for the City of Portland.

Today, casual users perceive the hub as a Web-enabled application that serves all enterprise data for the City and the surrounding metro areas and enables them to browse and query data online, then extract it in a variety of spatial and aspatial formats. Those with more extensive needs view it as an innovative tool that speeds and streamlines business processes and can be readily accessed.

Either way, as the first system to fully integrate and automate the back-office functions of a private sector organization, the City of Portland Enterprise Hub is an invaluable asset that delivers the right information to the right people at the right time, resulting in benefits such as:
